Aluminium Pool Fencing Can You Paint Over A Tubular Steel Pool Fence ?

Can you paint over a tubular steel pool fence ? - aluminium pool fencing

Hello, I have several sections from a pool near the old green light that I want to paint too black.
I do not know if it's powder-coated or not, but it has a sort of shiny finish if you look closely at the picture. I do not think this is because aluminum is harder.
Is this possible and if so, how could I? What color would be better, enamel or acrylic gloss or matte? It is in good condition with no signs of rust and only one or two small paint chips.
